Some problems with measuring snow include observer enthusiasm and site conditions.  The most attentive observer reports the most snowfall.  Frequent measurement leads to an increase in reported snow accumulation!  These impediments and others have resulted in decades of snowfall data that have not been collected using uniform measurement techniques.  Assessment of snowfall, over historical time, is limited by the quality and consistency of the measurements.
